I have my own theories about that, and about other things OTC Markets has done in the past few years. But to speak specifically about CRGP, I think they were willing to restore it to Pink No Info because they didn't understand why it was on the Grey Market. They probably looked for a suspension notice from the appropriate time, and didn't find one.
They failed to inform themselves further, which is what's inexplicable. So they didn't learn the issuer lost compliance with Rule 152-11 because it'd been halted for two weeks--maybe a few days longer than that--by FINRA.
