Even if you’ve met all the conditions of Rule 144, you still cannot sell your restricted securities to the public until you’ve had the legend removed from the certificate. Only a transfer agent can remove a restrictive legend. But the transfer agent won’t remove the legend unless the issuer consents—usually in the form of an opinion letter from the issuer’s counsel to the transfer agent.
That seems to say that it is up to Tilton to do what is necessary to do to get them tradable.

If the quote is real then JT even acknowledges it is on HIM to do what needs to be done to get them tradable. I've done as much as I can as my broker said they were "worthless"!!
I have seen posts where people said they have tried getting their shares tradable and JT supposedly ghosted them, I'd hazard a guess he didn't want those shares trading.
I can hardly even respond to that. I mean, how can that be legal? What? A "loophole" where a CEO can give people shares to make what they PRed was true yet never lift a restriction so they can never be traded? Hell, isn't that sorta like a "Bait and Switch"? Ok, maybe bad analogy, but he clearly used the PR to get shareholders to buy more shares (I'm sure many did!) and, also, to get those not yet a shareholder to become one.
It's simple, if Tilton took care of things instead of merely letting them evaporate and hope people forget about them, he would have as many "bashers" to contend with.
Oh, about the Jake thing. Maybe it could be on Jake. But he's suing nevertheless. Now it's on Tilton. Fix things or go to court.
