Oops, I forgot!! But I had contacted PST 4 months ago and was referred to daniellec@pacificstocktransfer.com who handles dividends. She told me that the number that I had for them in my broker account was the "CONTRA CUSIP" (whatever that is) and the correct cusip number for NSAV is 64112L203. I was also told I had to contact my broker and give them that number.
I'll do that Monday and see what happens. If they tell me they still can't be traded, the next step would be to contact "vic@vicdevlaeminck.com " as you mentioned.
