Challenges are Qualified labour and Supply Chain.

It that's true, that means they are still stalling. They've had 9 months get labor and supply chain worked out. This is all coordinated. Either they are waiting for gold to go higher, or there is a buyout being negotiated. There is no way in hell such minor problems are causing a 9-month delay.
