Court said nope it is legal

Now instead we say - OK - but it was a taking !!! legal as it may be !! so where is our money !! as we no longer have 100% ownership--- and I would add the danger is over and we have paid enough the other way

Would 4617 come into play - or because there is no argument over legal or not legal but WHEN will they pay is argued ---- 4617 restrictions do not hit the mark here?
