Easy - the dietary supplements of pure EPA (not OTC drugs) don't have to meet stringent FDA quality control requirements, production facilities don't need inspection either - FDA doesn't monitor the contents of DS unless formal complaints are made about possible contaminants, and even then the FDA takes their good old time before taking action.
