Assume what you want. If you want to mine Lithium, REE, etc, and make money, IMO, you need to be able to refine it to the end product as well. Yes.
Why is that hard to understand?
Kick the tires and scream all you want, all it will get you is a sore foot and sore throat and maybe a huge doctor bill with out a free Band aid or lollipop.
And example case:
Bear Creek in NE Wyoming has advanced REE refining technology but has been dickin around for almost a decade trying to get enviro permits for mining a Forrest that is a partly sacred Indian tribal burial ground???. (IIRC) as well as a forest.
They have the technology to refine the REE on site but may never get the mining permits for a great site. Great based on the assays.
No permit, dead project. Tribe and Forest service can drag that shit out with enviro folks for ages in court.
