It did advocate for early patient treatment of Covid. If you take a look the foonote references, there are doctors listed using hydroxy with their protocols.

Hydroxychloroquine was considered as a treatment a year ago. By late summer, trials had been done, and there was general agreement in the medical community that it doesn't work, and could do harm.

And that is the simple truth. For some reason, you have an irrational attachment to hydroxychloroquine, despite a complete lack of expertise in this field.
