and maybe to keep the appointment of the director (like FBI? or ?) NON political - and maybe a 10 year independent term - it was 100% intentional

I agree it was intentional

And HERA also told courts to not second guess the conservator

Congress wanted an ideal independent agency - away from politics

Congress never got it !!
It is horrible !!
And while I may think the goal was laudable - I agree it was all done on purpose
