All BLA’s are prepared confidentially. All companies at this stage in their product development would be preparing a BLA if they thought they might be approved. At this late stage, the delay is likely used to condense time between final preparation events so as not to leave giant gaps for ne’er do wells to raise intermittent false doubt (assuming the product is approvable.)
