SOLI wasn't listed on an exchange, so it can't be delisted. It traded "Over the Counter," and is now grey market with no public quotations. I think I know what you meant, though, that it was removed from the OTC.
If they continue to delay filing their financials, the SEC may revoke their stock registration, and if that happens the stock won't even be a grey sheet stock, ticker will go away, etc. You'll still own the stock, but it won't be publicly traded. Recovery would require a new registration statement filed with the SEC with 2 years of financials, something they seem to be unwilling to do.
No excuse for this crap, but you all know that. There's something wrong they don't want to tell you.
