Older standards, stuck to what they had done in previous instances related to chemical drugs. They’ve come to realize that the trials are actually involving living, dynamic cells and products that behave differently or can be perceived in unexpected ways, since we don’t really understand the processes when we start out. The 20th Century Cures Act was about making these ideas come alive in the law and in the regulation.
