i'm not too sure about your first point... if the company dumps more than they buy, don't you think the share price will drop? lol
i can't imagine that they would commit to spending money only to watch the share price fall... plus they could just dilute if they really wanted to dump shares...
honestly i think that their plan is to hold off on the divy because it will encourage investors to buy and hold... think of it this way: they are offering to buy back shares over the next year, each time at a premium compared to current market value... with the promise of a dividend later on, the investor stands to make more over time by holding... with investors holding, there is less liquidity thus helping push the share price up in conjunction with the share buy-back plan...
actually sounds quite brilliant if executed properly... key requirement though... =)
