Statements can be challenged, and turned into grounds for legal nonsense. Quiet is a very common circumstance for less than well capitalized companies for which such litigation can be incredibly shareholder destructive. I have seen it.
I have never seen any small cap bio go quiet on positive P3 results. Never.
How dangerous would it be to say “we completed our phase I buildout before the end of 2020?” (If they did) Particularly after saying in late August 2020 they expected to complete the phase 1 buildout by mid-October 2020.
