can u teach me how to transfer my hcmc from tda to etrade?

Quick question: will A brokerage firm like Schwab be able to transfer settled funds "Cash" over to my Etrade account??
Or do I have to do 2 bank transfers in order to complete this?

I am asking because I had my Etrade restricted for about a year now.
But I think I can clear it up by transferring say $5,000 or more over there...
