(In reality trading should have been halted long ago when short shares exceeded outstanding shares.)

That should then either declare a victory because you reached 100% short and force the company to shut down

or

it inhibits the shortseller from executing the strategy effectively making it not worth the effort.

Neither of those are right.

One thing we can agree on is that you cant half halt trading without advantaging the other side. Sketchy
