The SEC wants to save Scam Victim #1 by allowing them to sell shares in the scam to a nascent Scam Victim #2?

If I've misunderstood your statement, please korreck me. To me, such a course of action as I've interpreted your sentence to suggest wood bee nonsensical for the SEC to follow. IMO. Of course, that doesn't mean the SEC wooden't follow it.
