This is a great point! So treasury just entered another agreement with fhfa director whose fate as far as presidential oversight has not been determined by scotus yet. This whole revised amendment is nothing more but conjecture once again until SCOTUS defines the fhfa directors relation to POTUS! So what exactly did they accomplish?.
