The stuff you posted is nearly 5 years old & not complete. A company can uplist with a $2 PPS IF they also meet other criteria. They could also do a small reverse split (which I am not advocating).
So they could announce "today" they are starting the process to uplist to NASDAQ & be there in around 60 days.
The BIGGER point however is Frank basically nixed the idea of NASDAQ so there's really no point debating it!
