What you refer to took 5 years to get regulators to the place here they would be on board with these changes. At the time it happened no one “knew” what would be an acceptable methodology for assessing benefit to wit at that time Dr. Linda Liau said there ought to be a way to get to proper measurement of effect back in October of 2015.
