You don't seem to be able to grasp the distinction between absolute numbers and 'rate'.

Northeastern professor Matt Miller says that Trump’s response was a “grotesque” misdirection that fails to account for the fact that Black people are killed by police at a higher rate than white people. A recent study by Miller found that Black people are shot and killed by police at twice the rate that white people are.

Crime rates are more useful than absolute numbers for comparing changes over time, as they allow you to make fair comparisons between different population sizes.

This is because – generally – the number of crimes committed will increase as a population grows. The crime rate allows us to see whether crimes have increased or decreased in relation to the size of the population.

Easy - if the white population is 62% and the black population is 13% it's easy to figure out why the black population is killed by police as a percentage of police killings. Just like the populations of prisons are over represented by black and Latino men and women. Why? The major reason is over policing of their neighborhoods. Drugs being the major reason. Now more white people use drugs and there are more white people selling drugs yet why are they not arrested at the same rates at a minimum? Could it be better legal representation? Could it be much much less policing? Could it be white people can get many of their drugs legally through pharmaceuticals?
