That's a terrific find, too - but Hog's latest document seems to supercede it in terms of the news of the reversal of the reversal. I was being cautious and cynical; despite the textbook "arbitrary and capricious" nature of what had happened (as brought out by your article), I thought it could go either way, even odds. As the article makes clear, too, on very technical grounds (though outrageous, due to practice and precedent), PURA might still have stood their ground and denied FCEL the awards. Glad they didn't.
