Yes, this is "good" for FCEL, BUT... I'm confused about why posters here are referring to it as a "decision," as though by a judge or court. What I see here is a State representative (probably one who represents citizens of the Groton area) lodging a formal, really well-reasoned complaint to PURA - a State of Connecticut authority (if that's the right word). At best it's a "We'll see you before the State legislature very soon," or a "We'll see you in court upon litigation you can expect, with me as an adversarial witness if you don't reverse your decision."
Am I off here, and missing something?
