I agree it is not a ruling by a judge and is instead a complaint by a state representative. In my post which included how to access the document and which included the text of the document I said it was a congressman saying that the decision (to take away the award from FCEL) should be rescinded. In my other post when I said the document was good for FCEL, I was giving a brief summary using simple wording in reply to someone because that person asked for such. I am also aware that a different person's post (an earlier post) does give the impression (at least to me) that there was a court ruling by a judge giving a legal ruling (for that was the impression I had of the other person's post until I found and read the document).
