Well unfortunately you are, there are two different kinds of mining companies, explorers and producers, bot have a different mind set and outline. An explorer just wants to prove up his claim to a point that it has a value, then sell it, and if they are smart keep a smelter fee for themselves of 1 to 5%

Voisey's Bay pays a yearly smelter fee to the discover of $10 million dollars per year, that is on top of the sale of the discovery by the explorers.
