I kinda remember there being a loop hole around the 10-1.

The Maryland restrictions on reverse splits (1/10 and no more than once annually) only applies to SEC registered firms, which BIEL is not, having voluntarily dropped that a number of years ago (can't recall the year now...2014 perhaps? Maybe earlier).
