Actually he said 41,895,789 outstanding, however IMO i wouldn't put it past him that it was a typo error, since 1,895,795 would have been the O/S after the reverse split and Market watch has it as 1.9 million:

If there was another 40,000,000 issued the stock would have dropped a lot more today since that would have been a 2000% increase in the O/S.
