Logic would indicate that any trade war predicate as espoused would cause shift of manufacturing to the USA...not away from it.
So, can't really buy into your premise of TW.
Manufacturing is shifting back to the US, regardless of TW or CCP Virus. TW can hardly be an excuse for the fumbling done by the Steipp Bromage excuse for management.
A good businessman knows what he is buying before he buys it, and that includes a management by incompetence.
