Oh, no, Johnson was a fantastic narcissist. You are confusing ends with means. In fact, Johnson was so narcissistic, he thought he could re-invent USA society through the "Great Society" programs, which if they worked, would have stood as a monument to his accomplishments.

In fact, here is why Johnson was a bigger narcissist than Donald Trump. Both of them gratified their egos with the downfall of others, but that is where the comparison ends. Trump is a cheap-ass little schoolyard bully who delights in picking on those who are weaker than himself. Johnson, on the other hand, delighted in taking out cheap-ass little schoolyard bullies because it was way more gratifying. His complete disregard for the feelings and concerns of others, even his closest allies (he didn't have many, if any, friends), is also more narcissism than egotism.

You may want to check out Robert Caro's decades-long LBJ project. He has been wrestling with the crux paradoxes of Johnson's personality (a bully who delighted in taking out other bullies, a narcissist who cruelly abused everyone around him without regard for their concerns, but often for noble goals). Caro comes down pretty hard on the "narcissist" side when it comes to LBJ, and he wound up dedicating most of his life to unraveling the man.
