"although HCQ is less toxic than CQ, prolonged and overdose usage can still cause poisoning. And the relatively low SI of HCQ requires careful designing and conducting of clinical trials to achieve efficient and safe control of the SARS-CoV-2 infection."
Is this why we don't see much mentioned about hydroxychloroquine from China? I know they tried it, but it was not a front-line treatment.

Seek I agree there are reports from China and South Korea which support the use of Hydroxychloroquine in treating Covid 19. The S Korean reports are credible. The fact that hydroxychloroquine is an approved drug does mean it will be prescribed by physicians as an off label treatment until the clinical studies are available.

IMO Hydroxychloroquine will be a part of the initial clinical trials. The clinical trials of approved drugs is essential to evaluate which treatment is the most efficacious. These trials will be streamlined and relatively quick. They will be performed in a controlled fashion so efficacy can be compared between the agents.

As I mentioned in an earlier post combining agents will also be done soon:

I look for the secondary trials to combine hydroxychloroquine with the second tier drugs which are approved or close to approval such as :Antivirals like Remdisvir, antibiotic antiinflammatory Brilacidin, antiinflammatory tocilizumab.

It is possible triple drug combinations similar to some HIV treatments may prove optimal.

Bayer "donating" to the U.S. 3 million dose of Hydroxychloroquine ... not a money maker. At least 10 pharms make it worldwide, of course as a generic.

I have no doubt it will be participate and be part of the solution to blocking and healing in non-critical cases.
