Most transfer agents who do the wrong thing will not try to rectify it because they stand to lose a lot AND the stock is still in limbo.. it's not worth it...
And I would have agreed with you if ALL people were legit. What do you think would happen if "that" transfer agent gets caught? Yes,lots of people were obviously selling or trying to get out and most would also have taken advantage - it's about risk/reward and as I stated before over 90% of OTC never fight back.
