It seems there were so many involved and attached to defendants, DOJ cast its net upon those who were directly involved in Enterprise crime regarding CMKM. As CMKM was the last standing company of 9 the Enterprise controlled. Lots of people skated or cooperated or just weren't big enough fish to spend time and money on.
Adam Burnett was not charged in CMKM because he was involved in much higher federal priority crime, Penny stocks and his associates took a back seat and they walked or snitched.
