Believe me, I've been following the OTC when they were called the pinksheets for decades and QEDN's lack of doing things the way you expect them to, is nothing compared to what's been allowed to happen by other companies.
The law doesn't have the time, resources or desire to clamp down on an OTC company unless it does something really egregious and even then, people report them with all the legwork already done for them.
