QEDN is a New York corporation. GEGI is a Nevada corporation QEDN must follow New York law and GEGI must follow Nevada. Just because she refuses to adhere to the law doesn't mean she is excused from the law.

She has tried to make it difficult for anyone to obtain any remedy against QEDN or GEGI but Lattuca has proven that she can't run US Companies without recourse. Neither QEDN nor GEGI can issue shares and the Judge still hasn't ruled on the request to dissolve these entities. Maybe the Judge will deny the request and maybe the Judge will grant the request.
