We used to do one game by game where we picked out of a hat either the top or bottom of an inning and the person who's inning had the most runs won the pot. I don't know how we would pick here though unless the person running it picked the inning for each person before each game. It would have to be just for the WS though because there are too many playoff games now and it would involve more than one t-shirt.
