sts66... my timing was not off. It was just vague. I did not know when the FOIA requests were filed or closed. I just know that the FOIA request had to be be made before they were closed. And I know they had to be closed before the end of July... hence my using the "less than" and "greater than" symbols:

< July 30 2019: FOIA Requests filed
< July 31 2019: FOIA Request Rescinded

Saying that the FOIA requests were filed before July 30 is true. Similarly, saying that they were rescinded before July 31 is also true.

Both are inexact, but still true.
