It means what it says, if they buy more stock after the press release they will lose the right to get any of the "rights/dividends" from the poison pill, doesn't say they cannot buy any.
And the "subject to certain exceptions" I already said they can get an exemption from that by submitting a form letter to the company that they have no intention of a hostile takeover or takeover at all and are just buying the stock as it is greatly undervalued.
You answered your own question. Even though they already own more than 15% they will still get their "rights/dividends" unless they buy more stock without an exeption being made, such as a form letter to the company.

And at the end of the day what does it matter?
Do you want someone to be able to buy the company for less than the $21 a share its worth? Do you think anyone should be able to come in and benefit like they used to in the 80's before poison pills were created?
If your in this for just a quick pop to even 10-12 there are pump and dumps you can get into for that, this is a not that. I am here for the $20+ way over $20 you don;t know me, but I don;t play these things like that. I am in for full meal not the appetizer that's for chumps and gamblers.
