Navy, (i) FHFA director is all powerful about FnF other than Treasuries holdings and previous agreememtns, so new agreements and contracts take care of that and are also enforceable -- certain contracts between Treasury and FHFA would be workable

There is no danger from legislation, since the Senate and House will be controlled by different parties for forseeable future imho

But let us see what the plan is -- I think the Layton trial balloon is very encouraging

Navy, I think it very, very likely Trump loses Presidency, House gets more democratic and Senate remains Republican in 2020 -- so legislative gridlock and a Dem President

Looks like 2020 is more of 2018 -- where Republicans were thumped -- and you really should not underestimate how angry Trump has made the 60% of the country that does not support him

I make no judgements, just my reading of the polling

So, the agreements between FHFA and Treasury need to be done now, and Calabria knows that too -- the Dems won;t trust him as a Trump appointee
