You hit the nail right on the head! It's atrocious what little care that governments on all levels have exhibited to the environment.
I also blame it on our society where people, in general, disconnected with growing gardens and opted for the green lawns, the biggest drug users in the U.S.
Once a nation severs its connection with its agrarian past, it pretty much destroys it roots and heritage resulting in all types activities damaging the environment. I've been disgusted with this trend since the mid 1950s, as the Victory Garden gardeners grew older, but young people opted out for big box grocery stores.
