Of course what Hoyer--who's been powerful for a long time, but who I'd never heard of, I think, till 2008--was saying is that the Party should decide who runs where. And for a very long time, that's how it worked.
It's how presidential candidates were selected until the 1970s. People like Steny Hoyer probably see that as a saner era, one in which the right people, people with experience and connections, made the important decisions.
But people like AOC don't see it that way at all. And they will prevail eventually.
