It isn't a Russian troll site that's seeking user information or trying to influence voters, though people shouldn't be blamed for wondering about that. Evidently the idea is to make a lot of information about the 2020 candidates available and give people a place to discuss pros and cons and inform themselves about the candidates' positions.
They badly need to add an "about us" section, or people--especially people like me--will be suspicious.
It seems to have been started by a woman called Lisa Mollica, who identifies herself pretty thoroughly in the article. She works for Thrive Global, a company founded by Arianna Huffington.
While Lisa isn't a software engineer, she is a product designer, and presumably knows how this stuff works. She also knows engineers, and knew what she'd need to build the voteinorout site and app. But she offers no indication of who was actually paid to create the app, or how the work was funded. I think both are important for people to know, especially for something connected to politics.
It seems they're still in the pretty early stages of both development and funding; according to what they say on Twitter, they're just about to start a Kickstarter crowdfunding campaign. They only have 39 Twitter followers so far, which must be discouraging to them, given the account was created last October. Many, many cats have far more Twitter fans.
That said, I think if Lisa and her friends can get some publicity for it--perhaps Huffington could help with that--they may get some traffic, and it could turn out to be a popular and useful app. But they need to work VERY fast. The 2020 campaign is already well underway.
