Here is a better pic of the wire close up. As I said from my research so far this was farmland at one time. The only reason I kept the barb wire was it was different from what I used to string. So I just pulled it all up and hung it on the fence.
Update: I could guess what "wrapped on the outside of both strands" means, but better to get it from you. My googling this time gave me nothing but oogling. Heh, that because it rhymed added a new word for me .. https://www.dictionary.com/e/slang/oogle/
