Trump is determined to re-shape the Federal Reserve in his anti-intellectual image.

He's just trying to appoint people who'll do what he tells them. He hates Jay Powell, who won't. But just because these two recent picks are stupid and unprepared doesn't necessarily mean they'll be his puppets.
