The perspective is different depending on where you are. As a minority shareholder, these are the actions that can be taken to increase minority shareholder value.

As the majority owner, the perspective is different. The time horizon may be different. The goal to maximize value is reflected in the growth of the business. If you are not selling your stake in the public markets, or raising capital through selling shares in the public markets, then the share price doesn't have much impact to you. What matters more is building the intrinsic value of the business to maximize the value of the asset when /if you decide to monetize it.

You could argue that doing a share repurchase has the effect of improving value for both the minority shareholders and the majority shareholder, as it improves liquidity for minority shareholders and allows for the repurchase of non-majority shares at a below fair value level, increasing their ownership of the economics once full value is realized.
