Senge archetype: "Tragedy of the commons" .

From a systems dynamics perspective, the tragedy of the commons archetype models the exploitation of shared resources and the way greedy extraction leads to more competitive extraction, which could eventually lead to the collapse of the system?—?this is a reinforcing feedback loop. We see that when many parties all seek to maximize their own benefits from the same common resource, the immediate result is exploitation. But there is always the possibility (like with any system archetype) that the status quo of the system can be intervened in to shift the end result.

This assessment describes what has happened to the trials system. By allowing the trials system to be used as pass/fail backstop we end up with exactly what we have. (an overloaded queue w/a poor hit/success rate)
So, we are in a box. Dr.M. has performed well to present and execute on work arounds, but that also will eventually result in the same overloaded, poor results scenario. The major issue is probably that the burden for final effective proof has been shifted to the trials system when it should be emphasized by more effective theory/method/academic testing and clinical trials, upstream. Shift research emphasis and fund it better. (IMO)
