I think because the holders of the neon bloom shares have not been added into the share structure...maybe I'm wrong...as I'm not sure how it all works in the end..but now it looks like they do a rs to get the share price up to say .50 so it's in between the .48 and .64 offerings..then add the new shares into the scheme of things?
