According to that PR, it does not indicate which entity sold the D&A Facilities to WSA-I would venture to guess that IDS did so, not HLS selling IDS assets.

As for taking away value from IDS, no. It's all the same value wise, just in a different form. If IDS had real estate worth $500,000 under assets, and sold that real estate for $500,000 in cash, which is an asset, no value would change.
