That's very typical...toxic lenders...or anyone who is owed money, cashes in until a reverse split is needed. Then the SP returns to .0001 and wash, rinse, repeat.
In the OTC, there is no need to grow the company based on genuine fundamentals. All that is needed is a group of toxic lenders who believe and trust a CEO will sell a tantalizing story to the public -- so the lenders can make LOTS and LOTS of money.
