In a 4 years period they blew through $20 million dollars on administrative cost and consultants. They could have built four to five floor model trucks for people to test and have a couple of million to use on other projects. A lot of companies have done more with $5 million then they have with $35 million in the last 4 years. If they can't run the company by selling their products then they need to find partnerships with their technology of companies that can use it and sell it.
