Owning a gun is different from carrying a gun. Thomas Jefferson and James Madison were both clear about an individuals right to posess a gun on their own premises.
The issue of an individual carrying a gun is a tenth amendment right and delegated to the states. It is not covered anywhere in the constitution.
This also means that it is none of the federal governments business in terms of anything short of automatic weapons and larger armaments which are clearly military in nature.
